Strategi Penguatan Tata Kelola Program Perluasan Kesempatan Kerja Melalui Collaborative Employment Governance

Abstract

This study aims to analyze employment governance, the alignment of targets and performance indicators, labor market information, business sector needs, and cross-agency programs designed to enhance productive employment opportunities. The research employs a document-based policy analysis of secondary data—including Regional Manpower Plans, development planning documents, regulations, theoretical literature, empirical studies, and a logic model analysis—alongside a policy alternative selection process using a 1–10 scale. The findings reveal three governance gaps: inconsistent measures of program success, fragmented information regarding labor demand, and weak linkages between programs and business sector needs. Proposed policy alternatives include the alignment of performance indicators, the integration of labor demand information, and the establishment of regional employment partnerships; initial scoring for these alternatives yielded 40, 37, and 40 points, respectively. Based on the proximity of the change pathway to the desired outcome, the employment partnership emerged as the most direct alternative, though all three are complementary. The study contributes a "Collaborative Employment Governance" model that integrates shared performance indicators, labor market information, business partnerships, and joint monitoring to facilitate job matching, placement, productive employment opportunities, and economic growth.
