The implementation of Law Number 7 of 1984 concerning the Ratification of the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) depends not only on the existence of regulations, but also on the understanding and legal culture of the academic community. This study aims to analyze student understanding, the implementation of CEDAW values, supporting and inhibiting factors, and efforts to strengthen the anti-discrimination legal culture at Universitas Terbuka. The study used a descriptive qualitative approach. Informants consisted of 10 active Universitas Terbuka students selected through purposive sampling. Data were collected through semi-structured interviews and documentation, then analyzed using the Miles, Huberman, and Saldaña model through data condensation, data presentation, and drawing and verifying conclusions. The results showed that all informants understood the objectives of CEDAW, while its implementation was seen through equal access to education, although stereotypes, social bias, and inequality in legal literacy still exist. In conclusion, strengthening the anti-discrimination legal culture requires CEDAW education, continuous socialization, effective reporting mechanisms, optimization of the PPKS Task Force, and student participation.
